On 1st July, Hu Jintao, General Secretary of the Central Committee of the Communist Party of China (hereafter CPC), delivered an important speech during a political gathering on the CPC’s 90th anniversary. On 30th July, the Administrative Committee of Songshan Lake’s National High-Tech Industrial Development Zone (hereafter SSL) held a conference to review and discuss the essential points of Hu Jintao’s speech.
The conference focused on the “four challenges” and “four risks” addressed in the speech. Comparing SSL’s development over the last decade with the national standard for High-Tech Industrial Development Zones, all staff discussed the gap between SSL and other advanced high-tech zones throughout China.
As expected, all staff have been asked to work together to deal with challenges and solve risks, but they will also re-focus to promote the development of the Zone which has now been given a clear direction. Staff will make efforts to become a dynamic driving force accelerating Dongguan’s transformation and upgrade into a “Happy Dongguan”.
Liu Ning, Deputy Director of SSL’s Administration Committee, stated at the group discussion that accelerating the scientific development of SSL is a task which will abide no delay. Liu said that SSL’s future development should strive to create an environment for innovation, improved mechanisms of innovation, that it should foster a driving force for innovation, and explore ways to make innovations across a broad range of services. In these ways, SSL can be built into “a highland for scientific and technological innovation and gathering talents.”
Members present at the meeting had a discussion on the “four innovations” and how they contribute to realizing SSL’s scientific development. While it was agreed that SSL had achieved remarkable success after a decade of rapid development, there remains a large gap between SSL and certain other advanced high-tech zones elsewhere in China. The discussion emphasised that it is necessary to jointly promote a stable development of SSL via fostering a sense of crisis, forging ahead in unity, and pushing towards the “four innovations”. In this way, SSL’s scientific achievements can rapidly develop, thereby catching up and then surpassing other advanced Zones in China.
Participants in the discussion made suggestions, some of which focus on operational considerations. These include; a proposal to consolidate development via revitalizing existing lands and assets; to stress the “By the businessmen and for the businessmen” strategy while choosing business investment options, and to make more efforts in “taking-in” business invitations; establishing and improving the review and evaluation mechanism for investment projects thereby ensuring all projects in the Zone meet quality control standards; accelerating the construction of “Smart City” ideas such as the digitization of information technology throughout the Zone.
Another important discussion topic concerned the ways in which the social construction of SSL could be improved and become a model for Dongguan itself. Participants discussed environmental concerns, public facilities, “sci-tech” police training, and assorted other “life services” in the Zone.
In summary, Liu Ning said that he hoped all staff grasp and implement the spirit of the meeting, bearing in mind the historical mission of SSL. He hopes people will firmly absorb a sense of dedication, unity, and honesty. Coupled with reinforcing the senses of responsibility and solidarity, the outlined goals stress that everyone work together and push SSL into a new phase. This new phase will make SSL play a greater role in the sustainable development of Dongguan and serve as a valuable national model of reference for the transformation of economic development.
